I don't think the Saints should be penalized too much in terms of suspensions. I would suspend Vilma for 8 games, the former OC for a year, and take away the Saints first draft pick. I wouldn't suspend HC Peyton, and I'd leave it at these examples, because it accomplishes what you want without going on a witch hunt...noone will ever again organize a bounty system.
