WHY WOULD TOMLIN DECLINE THE HOLDING CALL? Empty WHY WOULD TOMLIN DECLINE THE HOLDING CALL?

Why would Tomlin decline that holding penalty with 5 minutes left in the 2nd Q, would have made it 3rd and 14 and if the Browns don't get squat it would have been a 43 yard FG for Dawson. The only way I dont take that 10 yards is if its late in the 4th and I need that time to make a last push downfield for a TD or FG.
